It's Japanese for 1st base, 2nd base, 3rd base.
As you can see, the Japanese love baseball so they borrowed their terminology and applied it to everything else.

A is Date
B is Kiss
C is Sex
This is what is referred to as ABC. Though the concept can be changed depending on the circumstance.
for example :
A is holding hands
B is I Love You
C is Kiss
Another meaning can be interpretted from the expression getting to 2nd base. Which is foreplay usually revolving Sucking, Teasing, and Kissing the females breast.
So to sum it up the B for kiss may be more then a kiss but less then the act of sex

my thoughts..
a ~ kiss/date
b ~ close to sex/making out
c ~ sex
unless it was a slow romance it would be like to z.
& it all around depends on the manga.

from what i see its usually like this:
A:if the boy falls in love first,he tries to win the girl/if the girl falls in love first,she tries to get the boy's attention
B:kiss,hug,get together and maybe sex
C:appearance of love rival for lack of better ideas,but the main guy ALWAYS wins
